Sir Kevin Tebbit's Whitehall career has consisted entirely of dealing with the defence of the realm and the protection of Britain's interests abroad.
Permanent under-secretary at the Ministry of Defence since July 1998, the 56-year-old was educated at Cambridgeshire High School for Boys and St John's College Cambridge, where he was a senior history scholar.
He joined the Ministry of Defence in 1969 and was appointed assistant private secretary to the secretary of state in 1972.
He dealt with defence plans and policy, particularly for nuclear forces, and from 1979-82 was seconded to the diplomatic service as first secretary in the UK delegation to Nato, Brussels.
In 1982 he transferred permanently to the diplomatic service and served in the East European and Soviet Department in the Foreign Office, and as head of chancery in the British Embassy in Turkey.
In 1987-88 he was appointed director of cabinet to the Nato secretary general, Lord Carrington, and from 1988-91 was politico-military counsellor at the British embassy, Washington, serving in that capacity during the first Gulf war.
Returning to London in 1992 he was appointed head of the Foreign Office's economic relations department and subsequently director of resources and chief inspector, responsible for finance and organisational planning.
In June 1997 he became deputy under-secretary of state for defence and intelligence, and a member of the joint intelligence committee (JIC). In January 1998 he became director at GCHQ, the government's secret listening post at Cheltenham.
Sir Kevin is married with two children. His interests, as listed in Who's Who, include music, archaeology, the countryside and the fortunes of West Ham Utd.
