    Ministry should do the testing like HGV, and do spot checks at the side of the road,

    We had the 4 year exemption since the NCT ( National Car Test) was introduced but it is for private cars only. any vehicle used in a commercial purpose must sit it every year. Its called the CVRT ( commercial Vehicle Road Test ) and its more stringent than the regular NCT.
